The works, which are part of the Tilbury Town Deal, have already seen enhancements to the road, footpath, and the addition of new flowerbeds and green areas on the north side of the square.
The next phase of the project promises huge improvements, including new roads, footpaths, streetlights, and landscaping across the rest of the square.
Victoria Holloway, councillor responsible for place and the environment, said: "These works will transform the Civic Square, creating something new and exciting in the heart of Tilbury.
"This first phase includes new car parking bays by the shops and has moved the bus stop to a better location, both of which will make Tilbury Civic Square easier for residents and visitors to access.
"The next phases of the works will see similar improvements brought to the rest of the square."

The regeneration of Tilbury Civic Square is part of the £22.8 million Tilbury Town Deal, which aims to bring improvements across the town, including at Tilbury Station and the creation of a new Youth Zone in Anchor Fields.
The public realm project seeks to enhance the visual identity of the square, improve the cycle network, and provide better parking facilities.
The project is currently in phase two, which includes work on the road outside the shops on the parade.
A temporary car park has been opened, and a compound site has been set up.
Work on phase three will commence upon the completion of phase two, with the entire scheme scheduled for completion in October 2025.
The new youth zone facility, set to be completed by autumn 2026, will provide the young people of Thurrock with a facility for physical activities, access to education, and an opportunity to socialise in a safe and positive environment.
