Footage of caravans pitched up at the Blackshots Civic Hall in Grays has revealed the large scale of the encampment.
More than 20 caravans are currently on the site.
Police were spotted on the site talking to the occupants earlier today.
The caravans were initially in the Civic Hall car park, but have spread onto the neighbouring field.
The land is owned by Thurrock Council.
A council spokesman said: "The Police are aware of the incident.
"The Police will conduct an assessment of the site to determine the best way forward."
