(Note: This notice is about the provision of secure bicycle parking structures and reducing the length of certain parking places to accommodate those structures) (T28(21))
The Waltham Forest (Charged-For Parking Places) (Amendment No. 98) Order 2021 The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 97) Order 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 7"1 October 2021 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to allow for the provision of secure bicycle parking structures ("units") on the highway in the following roads:
(a) Albert Road E17 outside 108 Albert Road (extending from the boundary of the tree and drain).
(b) Albert Road E10 outside 226 Albert Road (extending form the boundary of Nos. 224 and 226).
(c) Bakers Avenue E17 outside 15 Bakers Avenue (extending from the boundary of Nos. 17 and 15).
(d) Bramley Close E17 outside 118 Bramley Close (extending from the boundary of Nos. 120 and 118).
(e) Brookfield Avenue E17 (1) outside 21 Brookfield Avenue (extending form the boundary of Nos. 22 and 21) and (2) outside 49 Brookfield Avenue (extending form the boundary of Nos. 48 and 49).
(f) Brunswick Road E10 outside 6 Brunswick Road (extending from the boundary of Nos. 4 and 6).
(g) Bulwer Court Road E11 outside Bulwer Court entrance 3-10 (extending from the boundary with driveway entrance)
(h) Burghley Road E11 outside 11 Burghley road extending between the tree and rain
(i) Capworth Street E10 outside No 49 Capworth Street (extending from boundary of Nos. 13 and 11 St Matthews Court)
(j) Carlton Road E17 outside 47 Carlton Road (extending from the boundary of 45 and 47)
(k) Century Road E17 outside 71 Century Road (extending from the boundary of Nos. 69 and 71).

Note: "These hangar location were previously proposed in permit parking places on either 11th June 2020 and 11th February 2021 respectively and due to their status as being proposed within experimental parking places, orders making these proposals permanent were deferred. Parking places in those locations are now permanent traffic orders allowing for amendments to be made to implement these hangars in parking places.
Note: The Orders are necessary to make space for the provision of secure bicycle parking structures (as authorized under section 63 of the Road Traffic Regulation Act 1984 for residents who do not have the space and/or ability to securely park bicycles in or within a reasonable distance from their home.

3. Copies of the Orders, which will come into operation from 7th October 2021 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing

4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
