The Waltham Forest (Charged-For Parking Places) (Amendment No. 99) Order 2021 The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 98) Order 2021 The Waltham Forest (Off-Street Parking Places) (Amendment No. 21) Order 2021
1. NOTICE IS GIVEN that the Council of the London Borough of Waltham Forest on 7th October 2021 made the above-mentioned Orders under sections 6, 32, 35 and 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be:
a. In Town Hall' off-street car park (off, Forest Road Walthamstow E17) to convert 20 x staff parking, or as the case may be, paid-for parking bays, to parking bays reserved for Essential User permit holders only operating "at any time" with a maximum stay of 3 hours and no return (in any of the provided Essential User bays) within 2 hours;
b. In Dames Road (DM) E7 - north-east side - convert a single yellow line waiting restriction to double yellow line "at any time" waiting restrictions and a loading restriction operating Mondays to Fridays 8 a.m. to 9.30 a.m. and 3 p.m. to 6.30 p.m. between a point 1 metre south-west of the common boundary of Nos. 120 and 122 DM south-eastwards, without a break in markings, to the borough boundary of Newham;
c. In Newman Road (NEW) E17 - north-east side - convert 5 metres of permit parking space outside the flank wall of No. 26 Southcote Road and part of No. 2 NEW to a single yellow waiting restriction operating Mon-Sat 8am to 6.30pm (new dropped kerb access);
d. In McEntee Avenue (McE) E17 - south-east side - extend the single yellow line waiting restriction opposite No. 2 McE south-westwards by 2.3 metres displacing HHN permit parking space (new dropped kerb access);
e. In Tavistock Road (TAV) E7 - south-west side - convert (A) 7.5 metres short stay parking space outside the flank wall of No. 143 Cann Hall Road to 5 metres of single yellow line (syl) waiting restrictions and 2.5 metres of permit parking space for 'CH' permit holders only - both operating Mon-Sat 8am to 6.30pm and (B) convert the syl outside the flank wall of No. 84 Ramsay Road to permit parking space for 'CH' permit holders only - both operating Mon-Sat 8am to 6.30pm (redundant and new dropped kerb access);
f. in Queens Road E17 (QU) - north-west side - convert advisory disabled parking space in a MH permit holder parking place outside Nos. 94 and 96 QU to a formal disabled persons parking place operating "at any time" 6.6 metres in length;
g. in Forest Drive East (FDE) E11 - north-west side - to convert permit parking space outside the full boundary of No. 48 FDE to a single yellow line no waiting restriction operating Mondays to Fridays *9 a.m. to 6 p.m. ('this is revision to the previous proposals dated 4th March 2021 that changes the operational times of the single yellow line waiting restrictions proposed to those operating within the WXS CPZ specifically in Forest Drive East);
h. 'Lawrence Road (LW) E17 - south-east side - convert 6 metres of permit parking space outside Nos. 20 and 22 LW to single yellow line no waiting restriction operating Mondays to Fridays 8am to 6.30pm;
i. to continue the temporary parking and no waiting amendments implemented in June 2020 indefinitely in Cann Hall Road E11 to allow for an increase in pedestrian and cyclist traffic and movement on the south east side:
i. restrict vehicles from waiting for any purpose 'at any time', between a point 4 metres south-west of the common boundary of Nos. 139 and 141 Cann Hall Road and a point 2.9 metres north-east of that common boundary (on the carriageway in Front of an existing disabled persons parking place located on the footway);
ii. to remove Zone 'CHE' Permit holders parking spaces, or as the case may be, whole parking places, and restrict vehicles waiting for any purpose: (i) between a point 3.1 metres southwest of the common boundary of Nos. 79 and 81 Cann Hall Road and a point 5.5 metres south-west of that common boundary; (ii) between the common boundary of Nos. 147 and 149 Cann Hall Road and a point 6.4 metres north-east of that common boundary; (iii) between a point 3.1 metres north-east of the common boundary of Nos. 297 and 299 Cann Hall Road and a point 4.85 metres north-east of that common boundary; and (iv) between a point 4.5 metres south-west of the northeastern boundary of No. 313 Cann Hall Road and a point 6.25 metres south-west of that boundary.
Note: 'This dropped kerb waiting restriction was previously proposed in a permit parking place on 3rd December 2020, however, due to its status as being proposed within an experimental parking place, an order to make the proposal permanent was deferred until such time the parking places in that location were made permanent
3. Copies of the Orders, which will come into operation from 7th October 2021 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.

4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
