M25 MOTORWAY AND A13, A282 AND A1089 TRUNK ROAD TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited intends to make an Order on the M25 Motorway and A13, A282 and A1089 Trunk Road in the County of Kent, and the Unitary Authority of Thurrock, under Sections 14(1)(a) and 14(1)(c) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be, in phases, to:-
1. authorise the overnight closure of -

(a) sections of both carriageways of the M25 and A282 between Junction 30 (A13) and Junction 2 (A2), and all slip roads leading to and from this length;

(b) both carriageways of the A13 between Wennington Interchange (A1306) and Baker Street Interchange (A1089);

(c) both carriageways of the A1089 between Baker Street Interchange (A13) and the road leading to and from Tilbury Docks;

(d) any slip road leading to and from the lengths of carriageway described in 1. (a) to (c) above;

(e) the circulatory system at the entire circulatory system at A13 Lakeside Junction (A126) and A1089 Asda roundabout; and

(e) the hard shoulder adjacent to the lengths of carriageway and slip roads in 1. (a) to (c) above.
2. impose an overnight 50 mph speed limit on the lengths of carriageway and slip roads described in 1. (a) and (b) above.

3. authorise the overnight use of the hard shoulder adjacent to the lengths of carriageway and slip roads described in 1. above.

4. impose an overnight temporary 10 mph speed restriction while traffic is escorted through the works area by a convoy system, on the lengths of carriageway and slip roads described in 1. above.

5. permit HGVs in the outside lane of the lengths of carriageway described in 1. (a) above, during inside-lane closures.

These measures would be in the interests of road safety while contractors undertake Programmed Cyclical Maintenance (bridge maintenance, tunnel maintenance, drainage, lighting, signage, inspections and surveys, maintenance and clearance of vegetation, litter picking and clearance, road sweeping, emergency crossing point maintenance, road markings and road studs, electrical loop works, barrier maintenance and clearance of injurious weeds).
The duration of each closure would vary depending on the nature of the maintenance work being undertaken on each occasion. The programme of works would start on or after 1 st January 2021. The overnight closures would be in operation between (maximum period):
Monday - Thursdays 22:00 - 05:30

Fridays 23:00 - 06:00

Saturdays 22:00 - 06:00

Sundays 22:30 - 05:30

Planned maintenance work would be scheduled to avoid disruption during known peak periods, although essential maintenance may be necessary during these periods to prevent the need for emergency works. In such cases less disruptive options would be considered.
The Order would come into force on 1 st January 2021 and shall remain in force until 24th December 2021.
Traffic affected by the closures would be diverted via other junctions of the M25, A13, A282 and the A1089, or by using the A2, A13, A102, A282, A1012, A1013, A1306, Lodge Lane, Old Dock Approach Road and Wood View. The diversion routes listed above are the agreed routes, but these may change depending on local conditions. The diversion in operation would vary according to the closure in force. A copy of the M25, A13, A282 and A1089 Cyclical Maintenance Programme and the intended diversion routes are available from the Customer Contact Centre on 0300 123 5000 or email at
