THE SECRETARY OF STATE FOR TRANSPORT hereby gives notice that on 24 October 2019 he has confirmed the above mentioned Highways England Company Limited M11 Harlow North Junction (7A) (Slip Roads, Special Roads) Scheme 2018 and the Essex County Council (Gilden Way/Sheering Road (B183) Improvement/Widening/Realignment, A1025 (New Link Road from B183 to M11) Scheme) (Classified Road) (Side Roads) Order 2018 with modifications.
(1) The Special Roads Scheme is a Scheme under Sections 16, 17 and 19 of the Highways Act 1980 and which, as confirmed, will provide special roads for the use of traffic Classes I and II of the classes of traffic set out in Schedule 4 of the Highways Act 1980 at the location of approximately 6 kilometres north of existing Junction 7 to the north of Moor Hall Road/Matching Road crossing and to the south of Sheering Village in the Parish of Matching, in the District Authority area of Epping Forest to link with the extended and improved local road leading to the B183;
(2) The Side Roads Order is an Order under Sections 14 and 125 of the Highways Act 1980 which, as confirmed, authorises the Council to -
(i) improve highways;
(ii) stop up highways;
(iii) construct new highways;
(iv) stop up private means of access; and
(v) provide new means of access to premises all on or in the vicinity of the route of the classified road known as the B183 and a new link road from the B183 to M11, all in the parishes of Sheering and Matching in the District Authority of Epping Forest.
COPIES of the Special Roads Scheme and of the Side Roads Order (as confirmed) and of their relevant plans may be inspected free of charge at the offices of Central Library, Cross Street, Harlow, CM20 1HA and at the offices of Essex County Council, Council Offices, Chelmsford Library, Ground Floor, County Hall, Market Road, Chelmsford, CM1 1QH. COPIES of the instrument of confirmation of the Special Roads Scheme, which is entitled “The Highways England Company Limited M11 Harlow North Junction (7A) (Slip Roads, Special Roads) Scheme 2018 Confirmation Instrument 2019” can be obtained at www.registration.gov.uk or purchased either through booksellers or direct from Government bookshops (The Stationery Office (https://tsoshop.co.uk)). ANY PERSON aggrieved by or desiring to question the validity of any provision within the Special Roads Scheme or the Side Roads Orders, on the ground that it is not within the powers of the above Act or that any requirement or regulation made has not been complied with, may, within 6 weeks of 12 December 2019, apply to the High Court for the suspension or quashing of the Special Roads Scheme or the Side Roads Orders or of any provision included.
