Planning rules seem inconsistent

I DO wonder what makes Thurrock Council planning department tick.
Two years ago it gave Tesco permission to open a store in Southend Road, Grays, and allowed the parked cars to back out on to a very busy main road.
Now Orsett Parish Church has asked for planning permission to make more parking space for churchgoers, but the council has turned it down because it says it is too dangerous for cars to back out on to Orsett High Road.
This is in a quiet village, a lot less busy than Southend Road. – CHRISTINE RUSSELL, Whitehall Road, Grays.
